The ISPM 15 (International Standards for Phytosanitary Measures No. 15) is a globally recognized regulation that governs the treatment of wood packaging materials (WPM) used in international trade. A Certificate of ISPM 15 confirms that wooden pallets, crates, and dunnage have been properly treated to prevent the spread of pests and diseases.
ISPM 15 is a standard developed by the International Plant Protection Convention (IPPC) to reduce the risk of invasive insects and pathogens being transported via wood packaging. It applies to:
Wooden pallets
Crates & boxes
Skids & dunnage
Other raw wood packaging
Exemptions:
Plywood, OSB, MDF (engineered wood)

To comply, wood packaging must undergo one of two approved treatments:
Wood is heated to a minimum core temperature of 56°C for 30 minutes.
Kiln-drying is the most common method.
Now mostly phased out due to environmental concerns (Montreal Protocol).
Only allowed in exceptional cases where HT is not feasible.
After treatment, the wood must be marked with the official ISPM 15 stamp, which includes:

Note: Some countries accept just the stamp, while others (like Australia) may require a Phytosanitary Certificate in addition.
